From 1978 to 1991, Jeffrey Dahmer killed seventeen people in Milwaukee. Police encountered him multiple times during those years and walked away. The series does not treat him as a puzzle to decode: it gives equal weight to the victims' families, to neighbor Glenda Cleveland — played by Niecy Nash — who called the police repeatedly and was brushed off, and to the racial and institutional failures that kept him operating openly for over a decade. Richard Jenkins plays his father Lionel, trying to make sense of a son he barely knew.
