Mobsters who beat the courts are being executed one by one, cleanly and professionally. Eastwood plays Callahan with the same squint and the same .44 Magnum, but the film puts an awkward question to him: with his own methods, how different is he from these vigilantes? Hal Holbrook is his lieutenant, Briggs; David Soul and Tim Matheson lead the suspiciously flawless rookies.

Ted Post directed this second entry in the franchise, with a script by a young John Milius. This is where Harry's line "A man's got to know his limitations" was born.
