The setting is Alma-Ata deep into the war years. The city strains under the weight of evacuees, displaced factories, and a criminal underworld that followed the wartime tide east. Hidden among them: a German handler quietly assembling a sabotage network. Two officers arrive from Moscow — Major Starikov and the more seasoned Captain Turchin — to reinforce a local Kazakh team that knows the city and its fault lines. The hunt for the German agent runs through a world that is equal parts wartime solidarity and barely contained chaos.
