Joe moves south to run a rum operation out of Tampa, building his network while navigating rival gangs and the Ku Klux Klan's grip on the Florida interior. Chris Messina plays his loyal enforcer, Zoe Saldana the woman he builds a life with, and Chris Cooper an ominous police chief with his own reasons to tolerate or destroy Joe's operation. Elle Fanning appears in a role that quietly shifts the film's moral weight.
Affleck shoots Prohibition Florida with real period attention — the light, the architecture, the clothes all land correctly.
