Uncle Bene drops the kids off in Los Angeles for a holiday. It goes badly. A scientist named Dr. Gannon spots Tony stopping a crane mid-fall with nothing but concentration, and instantly sees a way to make money. He kidnaps Tony and implants a mind-control device in him. Tia, stranded in an unfamiliar city, teams up with a gang of street kids — and together they race to get her brother back before Gannon can use his powers to cause real damage.
