Clouseau's former boss, Charles Dreyfus (Herbert Lom), has finally been driven insane by years of the inspector's bungling and locked away. He breaks out, kidnaps a scientist, gets hold of a doomsday ray, and threatens to wipe entire cities off the map unless the world hands over one man: Clouseau. Assassins from every continent are soon hunting the inspector, who still cannot cross a room without destroying half the furniture. Waiting at home, as always, is his loyal manservant Cato (Burt Kwouk), ready to ambush him on sight.

This is the fourth film in the series and, for many fans, the funniest. Edwards builds the comedy on precision-timed slapstick and Sellers' rubber-faced disguises, with the fake accent, the wrecked sets, and the chaos all pushed to glorious absurdity.
