A homeless man steps off a freight train into a city ruled by a grinning sadist called the Drake and his two sons. The cops are bought, daylight murders go unpunished, and cruelty plays out on the local TV like entertainment. At first the old man just wants a lawnmower so he can earn an honest living. Instead he grabs a 20-gauge shotgun off a pawnshop counter and starts cleaning the streets one shell at a time. A young hooker named Abby is the only person who treats him like a human being, and she ends up at his side.
