Danny Roman is the Chicago PD's finest hostage negotiator, the man who talks people off ledges nobody else can reach. When his partner tips him off about money missing from the police pension fund and then turns up dead, the evidence is arranged to point straight at Danny. Internal Affairs wants him buried. Cornered and out of options, he does the one thing his job tells him never to do: he takes the IA offices hostage and demands a single thing, that another negotiator named Chris Sabian be brought in, the one voice he might still trust.

Jackson plays a man bargaining for his own innocence; Spacey plays the calm outsider who can't tell who is lying. Gray keeps the action sealed inside one building and turns it into a chess match between two experts where a wrong word draws gunfire. David Morse, Ron Rifkin and Paul Giamatti round out the cast.
