So Cornelius Fudge plants Dolores Umbridge at the school — a Ministry bureaucrat in head-to-toe pink who bans practical magic and reports everything to her superiors. Harry, Ron, and Hermione quietly form Dumbledore's Army and start teaching their classmates how to actually fight. Imelda Staunton makes Umbridge so cheerfully cruel that the character has outlasted most of the franchise's villains.
