Leonardo, Raphael, Donatello, and Michaelangelo grew up in the New York City sewers under the guidance of rat sensei Splinter. When street crime across the city starts tracing back to one man — the Shredder and his Foot Clan — the turtles surface, cross paths with TV reporter April O'Neil (Judith Hoag) and hockey-masked vigilante Casey Jones (Elias Koteas), and the four brothers have to actually work as a team for once.
