The story starts in 1919, with the Shelby family moving from street-level illegal betting to political power and underworld alliances across England and beyond. Tommy is always two steps ahead — calculating, ruthless, and allergic to sentiment. Paul Anderson as older brother Arthur brings a rawer energy: a soldier the war damaged but couldn't finish. The show never lets you forget the cost of that damage.
